  由美国众议院能源和商业委员会发起和推进的《21世纪治愈法案》一直在努力争
取进入美国众议院投票程序。LuMind唐氏综合症研究基金会已经签署了由国家
卫生委员会发起的支持书,会同我们LEAD联盟(领导人与阿尔茨海默氏症联盟)
会员的身份。这个联盟拥有超过250个签署国组织。
  在众议院对整个法案投票之前,有一个有异议的《布莱德等人修正案》,可能会阻
碍给与法案中所提及的美国国立卫生研究院(NIH)和美国食品药品监督管理局(

  我非常高兴的告知《21世纪治愈法案》已于2015年7月10日在美国众议院以344
对77票获得通过,同时“布莱德等人修正案”以141对281票被废止。相对于其他对
唐氏综合症比较重要的方面,这个法案将在今后的5年里使NIH的预算额外增加8
7.5亿美元。
  这是一个好消息,因为在过去大约5年的时间里一成不变(实际上,真金白银大幅
缩水)的NIH预算已经很大程度的影响了NIH研究经费的数量和规模。这笔额外
的资助应该会提高NIH经费资助申请的成功率以及增加NIH经费的数量,希望会

21st CenturyCures Act Passes in US House – What It Means for Down Syndrome Research

The 21st Century Cures Act, originating and developed outof the US House Energy andCommerce Committee, has been working its waythrough to a vote in the US House of Representatives. LuMind RDS signed theletter of support organized by National Health Council, in conjunction with ourmembership with the LEAD Coalition (Leaders Engaged on Alzheimer’sDisease), which had more than 250 organizations as signatories.

Prior to the vote on the overall Bill in the House of Representatives,there was a problematic “Brat et al. amendment” that had been introduced which would have jeopardized theincreased funding for the National Institutes of Health (NIH) and the Food andDrug Administration (FDA) provided in the Bill as well as the wide bipartisansupport. Through the National Health Council/United for Medical Research,LuMind RDS, along with more than 270 other organizations, signed on in oppositionto the “Brat amendment” (http://www.no2brat.com/).

I am quite pleased to update that Friday July 10, 2015, the 21stCentury Cures Act passed the US House by 344-77, and the “Brat et al amendment”was defeated by vote of 141-281. Among other aspects that are importantfor Down syndrome, the Bill increases NIH’s budget byadditional $8.75 billion over five years. 

This is good news because the flat (in actuality, significantlydeclining in real dollars) NIH budget over the past five years or sohas had a major impact in reducing the number and size of NIH researchgrants. The increased funding should increase overall NIH grantapplications’ funding success and increased numbers of NIH grants,including hopefully more grants for Down syndrome research.

But before that increase is realized, the Bill needs to now makeits way through and pass the Senate… which will be an additionaleffort for continuing support from the Downsyndrome community.
